AT–Telecel deal not a merger or acquisition – Communications minister

The Minister for Communications, Digital Technology and Innovations, Hon. Sam George, has dismissed claims that the ongoing arrangement between AT Ghana and Telecel Ghana constitutes a merger or acquisition, stressing that it is a temporary intervention under force majeure conditions.

Addressing a press conference in Accra, the Minister explained that the intervention became necessary after American Towers Corporation (ATC) disconnected power to AT Ghana’s radio access networks on September 1 over unpaid debts.

“To avert a nationwide crisis that could have disrupted services for more than three million subscribers, the National Communications Authority directed AT Ghana and Telecel Ghana to activate national roaming, allowing AT’s traffic to be carried on Telecel’s infrastructure,” Hon. George stated.

He assured customers that all of AT Ghana’s services, including voice, SMS, data, and AT Money remains fully operational despite the disruption.

The Minister also revealed that government has appointed KPMG as transaction advisor to conduct a 60-day review of AT Ghana’s future, including government’s stake in Telecel Ghana, with the aim of strengthening competition in the telecom sector.

He emphasised that the current arrangement is strictly temporary, pending long-term measures to secure the interests of subscribers nationwide.
