Communications ministry cuts courier rider licensing fees, defers enforcement to 2026

The Ministry of Communications, Digital Technology and Innovations has reduced licensing fees for courier riders and pushed back enforcement of the regulation to April 2026.

Sector Minister Sam George announced the new measures at a stakeholder meeting in Accra on Thursday, September 4, with representatives from major rider groups including the Courier Association Ghana, Association of Licensed Courier Ghana, Yango Delivery, Commercial National Motor Riders Union, Motorcycle Courier Union Ghana, and the Ghana Postal and Courier Services Regulatory Commission.

Under the revised structure, the registration fee for courier riders has been halved from GHC1,000 to GHC500.

Stickers for motorbikes will cost GHC50, while registration forms have been pegged at GHC20.

The annual renewal fee has also been cut from GHC600 to GHC250.

Mr. George said the extension of the enforcement date was to allow courier operators enough time to regularise their activities under a new registration system, which is expected to be operational by December 31, 2025.

He urged courier and delivery riders to take advantage of the window to complete their licensing before enforcement begins in 2026.
