Desmond Israel Esq. appointed senior policy research fellow at ILAPI

The Institute for Liberty and Policy Innovation (ILAPI) has announced the appointment of Desmond Israel Esq. as a Senior Policy Research Fellow, where he will lead the institute’s Business Regulatory and Cyberlaw Initiatives.

Israel, a distinguished legal tech strategist and cybersecurity expert, brings more than two decades of experience in technology, law, and executive education to the role.

His work will focus on policy research and analysis, strategic advisory on AI governance and digital risk management, project implementation, and mentorship for junior fellows and interns.

In a statement signed by ILAPI’s Executive Director, Peter Bismark Kwoffie, the institute described Israel as “a leader in law, technology, and education” whose expertise will enhance ILAPI’s mission of promoting a free, prosperous, and innovation-driven African society.

Mr. Israel currently serves as Partner for Cyberlaw and Technology Practice at AGNOS Legal Company, Founder and Lead Consultant at Information Security Architects Ltd (Rapid7 Gold Partner), and Non-Executive Director (Cyber & Privacy Advisory) at Zerone AnalytiQs in British Columbia, Canada.

He also lectures in Technology Law at GIMPA Law School and consults with the National Banking College to design board-level programs on IT governance, cyber risk, and AI strategy for financial institutions across Africa.

A recipient of the GW Law Merit Scholarship, Israel earned an LL.M. in National Security and Cybersecurity from The George Washington University Law School.

He also holds several professional certifications, including CISSP, CIPM, CCT, and CC, underscoring his expertise in data protection compliance, AI regulatory alignment, and enterprise IT governance.

Beyond academia and practice, Israel is a frequent keynote speaker at international conferences, blending legal, technological, and human rights perspectives.

His policy collaborations include work with the Center for AI and Digital Policy in Washington, D.C., and the Internet Security Alliance in Virginia.

ILAPI described his appointment as a “significant step toward advancing freedom, ethical innovation, robust governance, and digital sovereignty in Africa and beyond.”
