DVLA suspends rollout of new RFID licence plates

The Driver and Vehicle Licensing Authority (DVLA) has announced the suspension of its planned rollout of new Radio Frequency Identification (RFID)–embedded licence plates, which was scheduled to commence on 2 January 2026.

Addressing a press conference at the Authority’s headquarters on 24 December 2025, the Chief Executive Officer of the DVLA, Mr. Julius Neequaye, said the decision was due to delays in completing the necessary legislative amendments to support the new licence plate system.

“The rollout of the new RFID-embedded licence plates is dependent on the successful amendment of the relevant legal instruments,” Mr. Neequaye explained.

“While Parliament has amended the Road Traffic Act, 2004 (Act 683), the amendments to the Road Traffic Regulations, 2012 (L.I. 2180), are yet to be concluded.”

He noted that Parliament’s recess had made it impossible for the Authority to proceed as planned.

“Until the outstanding legislative processes are fully completed, the DVLA cannot lawfully implement the new licence plate system,” he stated.

Earlier this year, the DVLA announced plans to introduce RFID-embedded licence plates as part of broader efforts to enhance vehicle traceability, improve road safety, and modernise Ghana’s vehicle registration system.

Mr. Neequaye assured the public that interim measures have been put in place to ensure continuity in vehicle registration.

“In the meantime, vehicle owners may continue to use the existing Departure from Port (DP) stickers and DV licence plates,” he said.

“These will remain valid until the Authority announces a new timeline.”

He further clarified the position for vehicle owners seeking to register their vehicles in 2026.

“Anyone who wishes to register a vehicle in 2026 can still do so at any of our regional offices nationwide,” he added.

“However, such vehicles will be required to undergo re-registration once the new licence plate system is rolled out.”

Mr. Neequaye reiterated the Authority’s commitment to implementing the new system as soon as all legal requirements are met.

“We want to assure the general public that the new licence plate rollout will take effect immediately after all legislative processes are settled,” he said. “We appreciate the patience, support, and cooperation of the public as we work through this transition.”

Once implemented, the RFID-embedded licence plates are expected to significantly improve vehicle identification, curb vehicle-related crime, and strengthen road safety enforcement across the country.
