Former Deputy Executive Director of the National Service Scheme (NSS), Gifty Oware-Mensah, has pleaded not guilty to multiple charges relating to a GH¢38.4 million fraud involving ghost-names and a bogus bank loan.
Former NSS official Oware-Mensah has been charged with creating 9,934 fake service personnel records in the National Service Scheme (NSS) database and using them to secure a GH¢31.5 million loan from the Agricultural Development Bank (ADB) through her company, Blocks of Life Consult.
Investigators claim she later transferred GH¢22.9 million to another firm where she is a director, with the total loss to the state estimated at GH¢38.46 million including interest.
She has been granted bail of GH¢10 million pending further court proceedings. The case, one of the largest NSS-related frauds in recent years, forms part of wider investigations into ghost-name and payroll irregularities.
Oware-Mensah has pleaded not guilty, while prosecutors prepare to present forensic audit evidence, bank records, and witness testimony.
The defence is expected to contest aspects of the evidence. Public attention remains high as the case tests the state’s ability to recover funds and enforce accountability within public institutions.
