The Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, has reaffirmed government’s commitment to reducing vulnerability and promoting social equity through the Livelihood Empowerment Against Poverty (LEAP) Programme.
Speaking at a media engagement on Thursday, October 9, 2025, Dr. Lartey announced the commencement of the 98th cycle of LEAP cash grant payments, describing it as “a powerful testament to government’s unwavering dedication to shielding the most vulnerable from hardship and empowering households to live with dignity and hope.”
According to the Minister, the latest cycle, set to begin on Thursday, October 9, 2025, will directly support 350,580 beneficiary households, positively impacting the lives of over 1.5 million individuals nationwide.
She detailed the revised LEAP payment structure, noting that households with one eligible member will now receive GH₵320, those with two members GH₵380, three members GH₵440, and households with four or more eligible members GH₵530.
Dr. Lartey expressed profound gratitude to H.E. John Dramani Mahama, acknowledging his leadership in ensuring the sustainability of the LEAP Programme and the passage of the Social Protection Bill into law.
The new legislation, she noted, “provides a strong legal framework to safeguard the rights of the vulnerable and enshrine social protection as a permanent pillar of national development.”
Beyond the cash transfers, the Ministry is intensifying efforts to strengthen human capital development and productive inclusion among beneficiaries through training programmes, capacity-building initiatives, and sensitisation campaigns, all aimed at helping households invest their grants in sustainable livelihood ventures.
The Minister further revealed that LEAP cash grants have been indexed against inflation since the 96th payment cycle to protect beneficiaries from economic shocks. She also disclosed plans to expand coverage from 350,580 to 400,000 households by the end of 2025, in line with President Mahama’s vision for inclusive social protection.
To advance financial inclusion, the Ministry is collaborating with the Ghana Interbank Payment and Settlement Systems (GhIPSS) to roll out multiple cash-out options via the GhanaPay mobile money platform, enabling easier and more secure access to funds across the country.
Dr. Lartey encouraged beneficiaries to actively participate in the ongoing LEAP reassessment and data verification exercise, stressing that their cooperation is essential to ensuring fairness and transparency as the programme expands.
