GRA strengthening revenue mobilisation & digitalisation after IMF review

The Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Sarpong, has announced steps the Authority will take to strengthen domestic revenue mobilisation and accelerate tax administration reforms following the International Monetary Fund’s (IMF) recognition of Ghana’s revenue performance in 2026.

In a Facebook post on Friday, November 6, Mr Sarpong said the IMF’s assessment affirmed the Authority’s contribution to Ghana’s economic recovery and fiscal stability.

He said the GRA would continue to focus on improving revenue collection, enhancing taxpayer services, modernising customs operations and strengthening the technical and leadership capacity of its workforce.

“Our focus remains on strengthening revenue mobilisation, improving taxpayer services, modernising customs operations and investing in the technical competence, leadership development and working conditions of our staff,” he said.

The IMF, in its first review under Ghana’s 36-month Policy Coordination Instrument (PCI), acknowledged the country’s strong revenue collections in 2026 and progress in key tax administration reforms.

The Fund highlighted the early completion of the review of customs and excise legislation, ongoing digitalisation through the Integrated Tax Administration System (ITAS) and electronic fiscal devices, as well as prospects for increased non-oil revenue in 2027.

It said performance under the PCI was broadly satisfactory, with most quantitative targets met and structural reforms progressing. However, it stressed the need for increased revenue mobilisation to sustain fiscal stability and strengthen Ghana’s capacity to withstand external shocks.

Mr Sarpong commended GRA staff for their contribution to the Authority’s work and thanked taxpayers for their continued support.

“I commend our hardworking staff and appreciate all taxpayers for their continued contribution to national development,” he said.

He reaffirmed the Authority’s commitment to building a more efficient, transparent and service-oriented institution to support Ghana’s development
