OSP drags former presidential staffer Charles Bissue to court over corruption charges

The Office of the Special Prosecutor (OSP) has formally charged former presidential staffer Charles Bissue with multiple counts of corruption and abuse of office.

Bissue, who served as Secretary to the now-defunct Inter-Ministerial Committee on Illegal Mining (IMCM) under the previous administration, faces charges of corruption by a public officer and using public office for profit.

According to the OSP, Bissue allegedly used his position to solicit and collect GH¢35,000 from one Benjamin Adjapong “for the purpose of circumventing established requirements of the IMCM” regarding the renewal of a mining license.

Also facing prosecution is Andy Thomas Owusu, accused of facilitating the illicit payment to Bissue. Owusu has been charged with various counts of corruption of a public officer and accepting a bribe to influence a public officer.

The charge sheet, filed at the High Court in Accra on Monday, April 28, 2025, was signed by the OSP’s Director of Prosecutions, Dr. Isidore Tufuor.

The case marks one of the latest high-profile prosecutions initiated by the Special Prosecutor’s Office as part of its renewed anti-corruption drive.
