He explained that while these provisions are not legally enforceable, the government seeks to make them justifiable through legislation.
The Education Minister will present the bill to Parliament, which will make the policy’s aspirations in the Constitution enforceable through legislation.
This move comes amid concerns about the program’s potential cancellation by future governments due to the challenges the pro-poor programme faces.
Educational stakeholders, including EduWatch, suggest that parents who choose boarding facilities should cover the associated costs.
EduWatch also recommends targeting the policy at children from low-income households, using data from the Livelihood Empowerment Against Poverty (LEAP) program as a reference.
