The Commission on Human Rights and Administrative Justice (CHRAJ) has found former Commissioner-General of the Ghana Revenue Authority (GRA), Dr. Ammishaddai Owusu-Amoah, liable for procurement breaches that cost the state nearly GH¢9 million, and has referred the case to the Attorney-General’s Department for possible prosecution.
The finding is contained in a 157-page report signed by CHRAJ Commissioner, Mr. Joseph Whittal, on October 28, 2025, following a detailed investigation into allegations of inflated and irregular contract awards made during Dr. Owusu-Amoah’s tenure.
According to the report, the breaches involved the award of vehicle and logistics supply contracts to three companies, Ronor Motors Ghana Limited, Telinno Ghana Limited, and Sajel Motors and Trading Company Limited.
CHRAJ’s probe revealed instances of inflated pricing, duplication of awards, and in some cases, contracts awarded to firms that did not exist.
“The Commission finds that the procurement process was riddled with irregularities and lacked the transparency and competitiveness required under the Public Procurement Act,” the report stated.
The investigation stemmed from a petition filed in 2022 by the Movement for Truth and Accountability (MFTA), which accused the former GRA boss of engaging in acts of financial impropriety and abuse of office.
CHRAJ has since recommended that Dr. Owusu-Amoah be barred from holding any public office for five years, in addition to the referral to the Attorney-General for criminal investigation and prosecution where necessary.
The Commission further directed that the GRA strengthen its internal procurement systems and institute stricter oversight to prevent future breaches.
“Public officers must exercise the highest standard of accountability when managing public funds. Procurement breaches of this magnitude undermine public confidence and erode institutional integrity,” CHRAJ emphasised.
Neither Dr. Owusu-Amoah nor his legal representatives have publicly responded to the findings.
