GRDA to expand railway infrastructure through PPP agreements

The Ghana Railways Development Authority (GRDA) has announced plans to partner with private investors to expand the country’s railway network, aiming to ease commuting challenges in major cities like Accra and Kumasi.

Dr. Frederick Appoh, Chief Executive Officer (CEO) of GRDA, disclosed that a technical committee has been established to attract investors through Public-Private Partnership (PPP) agreements. The move is intended to accelerate the redevelopment of Ghana’s railways and connect key urban centers efficiently.

Meanwhile, the Authority has also announced a new plan called the Ghana Railway Master Plan 2026, which seeks to link major cities and provide both cargo and passenger transport services.

Dr. Appoh explained that the plan is designed to enhance operational efficiency, boost returns on investment, and attract private sector participation.

“Return on investment can largely come from connecting the railway to our mining sectors,” Dr. Appoh said, highlighting opportunities in transporting bulk goods such as manganese, bauxite, and iron, as well as linking cocoa-producing regions.

He added that integrating freight with passenger services makes railway investment viable.

The master plan will be presented through a national roadshow to engage potential investors.

“We have coordinated this plan with GIADIC and GISDEC and are now working with trade, mining, and other relevant agencies to finalize it,” Dr. Appoh noted.

He also highlighted that the Authority’s Internally Generated Funds (IGF) increased by over 200 percent by the end of 2025.

GRDA now targets tripling this revenue in 2026 through strategic mobilization measures, which will support redevelopment projects and reposition the railway sector as a major commuting solution.

“This has been done within the time we came to office up to the end of 2025, which is a massive improvement in the authority’s performance.

I’m confident that this year we should be able to triple that,” Dr. Appoh added.
