Police arrest wanted suspect at diaspora summit 2025

The Accra Central Division of the Ghana Police Service has arrested a suspect on its wanted list during security operations at the Diaspora Summit 2025 held at the Accra International Conference Centre (AICC).

The suspect, identified as Reagan Kwesi Egbi Addo, also known as Morgan Addo, was arrested on Friday after police mounted an undercover operation at the event following complaints of theft at previous programmes held at the venue.

According to the Police, reports of stolen mobile phones, tablets and credit cards at earlier events prompted heightened surveillance during the summit to safeguard participants.

During the operation, officers identified Addo posing as a legitimate participant and wearing an official summit tag.

Upon interrogation, he failed to provide a credible explanation for his presence and was arrested.

He is currently in custody at the Ministries Police Station to assist with investigations.

Preliminary investigations indicate that the suspect uses deceptive tactics at ATM locations, allegedly creating difficulties for users before offering assistance and swapping their ATM cards.

Police say he is suspected of withdrawing money from stolen cards at various ATM points and stealing valuables from participants’ bags and laptops during conferences, particularly during breaks.

Further investigations revealed that organisers of the Diaspora Summit confirmed that registration for the event was conducted online and open to the general public, a process that allowed the suspect to gain access.

Police later escorted the suspect to his residence at Ashale Botwe, where a search led to the recovery of eight ATM cards belonging to different individuals.

The cards, issued by various banks, have been retained as exhibits. Police say they will formally engage the respective banks to trace the rightful owners as investigations continue.

The Accra Regional Police Command has assured the public of its commitment to ensuring safety at public gatherings and major events.

It has also advised participants to remain vigilant, closely monitor their personal belongings, and promptly report any suspicious activities to the Police.

The statement was signed by Superintendent Juliana Obeng, Head of Public Affairs, Accra Region.

Attorney-General fingers Chairman Wontumi, Kofi Akpaloo in high-profile corruption cases

The Attorney-General and Minister for Justice, Dr. Dominic Ayine, has indicated that his office will press charges after concluding investigations into the activities of Wontumi Farms Limited, a corporate entity established by Bernard Antwi Bosiako, popularly known as Chairman Wontumi.

According to the Attorney-General, Chairman Wontumi accessed a loan facility under the Alternative Livelihoods Initiative designed by the Ghana Exim Bank to provide alternative sources of income for youth in areas affected by illegal mining.

Dr. Ayine explained that the facility was intended for companies committed to achieving the objectives of the initiative, particularly job creation in mining communities.

“In doing so, the Bank intended that loans under the programme would go to companies committed to ensuring the realisation of the objectives of the initiative, especially in relation to job creation for young persons in mining communities,” he said.

Dr. Ayine revealed that Wontumi Farms Limited was non-existent at the time the loan application was submitted.

“In December 2017, Wontumi Farms Limited submitted an application for a loan of GH¢18 million, purportedly to cultivate maize on 100,000 acres of farmland and employ youth on the farm. However, at the time the application, together with a purported board resolution, was submitted, the company was not registered. In short, the company did not exist at the time of the loan application by its sole shareholder and director,” he disclosed.

The Attorney-General said charges will be brought against Wontumi Farms Limited and all persons involved in its operations.

“In the circumstances, and in the face of the evidence gathered from investigations thoroughly conducted by the Economic and Organised Crime Office (EOCO), we have decided to prosecute Wontumi Farms Limited and its directors for defrauding by false pretences, forgery, and causing financial loss to the state in the sum of GH¢24,255,735. This figure represents the principal amount plus accrued interest,” he stated.

In a separate investigation, Dr. Ayine disclosed that the Financial Intelligence Centre (FIC) flagged and filed a Suspicious Transaction Report with First Bank Ghana regarding transactions involving Mr. Percival Kofi Akpaloo, Founder and Leader of the Liberal Party of Ghana.

“Between December 2022 and June 2024, Mr. Akpaloo collected eight cheques issued by COCOBOD in the name of Pomaa Universal (Gh.) Ltd, totalling GH¢3,169,432.22, and deposited them into the account of his own company at First Bank Ghana,” Dr. Ayine said.

Dr. Ayine further stated that Mr. Akpaloo and his spouse would be charged after the Christmas break.

“The suspects investigated are Percival Kofi Akpaloo, Pomaa Universal (Gh.) Ltd, and Delvine Akpaloo, the spouse of Percival Kofi Akpaloo. The evidence shows that they engaged in various criminal offences, including stealing, forgery, and money laundering, and they will be charged by my office in January,” he concluded.

Ghana moves to extradite Ofori-Atta as EOCO recovers $15.19m in landmark crypto fraud case

The Government of Ghana has formally initiated extradition proceedings against former Finance Minister Kn Ofori-Atta and his associate, Ernest Darko Akori, while the Economic and Organised Crime Office (EOCO) has recovered US$15.19 million in a groundbreaking cryptocurrency fraud investigation, the Attorney-General has announced.

Addressing a press conference in Accra, the Attorney-General disclosed that his office has transmitted a completed extradition request to the United States Department of Justice following investigations by the Office of the Special Prosecutor (OSP).

According to him, the OSP filed charges against Ofori-Atta and his accomplices after investigations into alleged corruption and corruption-related offences.

On November 19, 2025, the Attorney-General’s office received a formal request from the OSP to commence extradition proceedings from the United States.

He said the request was reviewed and returned for clarification and enhancement on November 25, before being finalised on December 9.

The complete extradition package was transmitted to the Minister of Foreign Affairs on December 10 for onward submission to U.S. authorities.

“There are 78 charges against the former Finance Minister and his accomplices,” the Attorney-General said, adding that the matters are already before the courts and he was therefore constrained from commenting further on the substance of the charges.

He stressed that the extradition decision now rests solely with the judicial authorities in the United States.

The Attorney-General also announced what he described as a historic recovery of proceeds of crime by EOCO following a complex investigation into an international online investment fraud scheme.

The investigation revealed that a criminal network made up largely of Chinese and Malaysian nationals established a Ghanaian company in 2019 to front a fraudulent e-commerce and online investment operation that targeted Ghanaian and British citizens.

Victims were induced to pay registration fees and invest in tiered packages ranging from GH₵770 to GH₵9,240, marketed as online trading and e-commerce opportunities under a VIP structure.

Payments were made through mobile money, cash and cryptocurrencies including Bitcoin, USDT and Ethereum.

EOCO traced the laundered funds using advanced blockchain forensic tools and identified crypto wallets hosted on the offshore exchange OKX in Seychelles.

Investigators froze the wallets after obtaining Know-Your-Customer information linking them to a Chinese national working in Ghana.

After securing a High Court order on May 27, 2025, EOCO compelled the transfer of the frozen crypto assets to Zodiac Custody, a UK-based virtual asset custodian, for conversion into fiat currency.

On November 19, 2025, Zodiac Custody paid US$15,191,730.13 into EOCO’s Exhibit Account, marking one of the largest cryptocurrency recoveries ever achieved by a Ghanaian law enforcement agency.

The court further ordered that part of the recovered funds be used to compensate victims, with the remainder paid into state accounts.

The Attorney-General said the case demonstrates Ghana’s growing capacity to investigate and recover digital assets hidden in foreign jurisdictions using local laws and non-conviction-based asset recovery mechanisms.

Beyond the crypto recovery, the Attorney-General disclosed that EOCO has exceeded its 2025 recovery target of GH₵200 million, achieving total recoveries of GH₵337.4 million, the highest in the agency’s history.

Direct recoveries paid into EOCO accounts stood at GH₵194 million, while indirect recoveries paid to the Ghana Revenue Authority and the Consolidated Fund amounted to GH₵142.6 million.

He credited the success to institutional leadership, judicial cooperation, and international partnerships, particularly with the UK National Crime Agency, which formally congratulated EOCO on the achievement.

The Attorney-General warned that Ghana will no longer be a safe haven for economic and organised crime, including cyber-enabled and cryptocurrency-based offences.

“This case should send a clear signal that no foreign jurisdiction is beyond the reach of Ghanaian law enforcement,” he said.

The investigation remains ongoing, with EOCO preparing a second phase to screen victims for restitution.

Names of suspects and victims have been withheld due to the active nature of the case.
