The Ministry of Foreign Affairs has become aware of an online report published on 2nd September 2026 relating to an undercover investigation conducted by The Fourth Estate into attestation services by state institutions.
The Ministry commends The Fourth Estate for its investigative endeavours and appreciates its contribution towards enhancing good governance, public accountability and operational efficiency.
The Ministry, however, wishes to assure the general public that it maintains a zero-tolerance policy on middlemen or third-party facilitators in the acquisition of attestation documents and is committed to upholding the highest standards of integrity, transparency, and ethical service delivery to the public.
The Ministry’s Management condemns the reported practice of unscrupulous middlemen without any official link to the Ministry whatsoever, who take advantage of vulnerable citizens.
It should be noted that, following a report received concerning the undercover investigation, the gentleman implicated in the matter, who is not a staff member of this Ministry, has been accordingly sanctioned by his respective institution and reported to law enforcement for further investigation and prosecution.
The said gentleman has also been prohibited from entering the premises of the Ministry of Foreign Affairs.
It is worth stating that the attestation process involves multiple institutions across different arms of government and that stronger coordination to enhance multi-institutional integrity and credibility has been underway for a considerable number of months, as confirmed by the investigative report.
The Ministry further wishes to bring to the attention of the general public that, prior to these investigations being conducted, it had been engaged in comprehensive reform efforts of its consular and attestation services.
For example, reforms are being pursued to make the payment process cashless and digital platforms are being developed to anchor the entire attestation process and drastically reduce human interface.
We are confident that these reforms will produce desirable outcomes similar to what we have achieved with Passport Administration in Ghana.
We reiterate that the parliamentary-approved fee for attestation is GHS200, which is collected by officials of the Controller and Accountant-General who issue the appropriate receipts.
No one should engage the services of middlemen — it is strictly illegal.
