Ablakwa provides ‘evidence’ to back Rock City Hotel losses claim

Samuel Okudzeto Ablakwa, the Member of Parliament for North Tongu, has provided documents to substantiate his claims that Rock City Hotel is operating at a loss.

This comes after the MP vehemently opposed the decision by the Social Security and National Insurance Trust (SSNIT) to sell 60 percent of its shares in four hotels to Rock City Hotel, alleging that the hotel was unprofitable and promised to provide evidence to support his assertion.

Minister for Food and Agriculture, Bryan Acheampong, owner of Rock City Hotel has refuted allegations that his hotel is operating at a loss and challenged Ablakwa to provide evidence to support his claims.

However, in an interview on Accra-based Metro TV, Ablakwa revealed that according to documents he obtained, Rock City Hotel had reported to the Ghana Revenue Authority (GRA) on March 12, 2021, that they expected to incur losses for that year, contradicting the Minister’s assertions.

Additionally, Ablakwa alleged that Rock City Hotel failed to file tax returns with the GRA for the entire year of 2022, further supporting his claims of the hotel’s financial struggles and questionable business practices.

“12th March 2021, they posted returns and said that year, they would be making losses, then two years later, they returned on the 9th of March 2023 and did a debit adjustment that they had two withholding taxes, which came up to GHC20,782. And that’s all you have for 2021. So, they told the GRA on the 12th of March that that year, they will make losses,” he stated.

He added, “As for 2022, there were no filings at all. If you notice, no filings at all. Then I break this news. I go to CHRAJ on the 17th of May. I broke the news here on this show. The following week, they rushed to the GRA. So, you see here, 23rd May 2024 that we [hotel] now want to come and make do our tax obligations for 2022, for two years ago.”

The MP questioned how the hotel got a tax clearance certificate to participate in the bid when it had not filed its taxes for two years.

“So, it means that when they put in the bid, they clearly didn’t have a tax clearance certificate. So, you see here that after my exposé, they go to GRA on 23rd May 2024, and say we will post losses. We made losses for 2022. Then they went back again the same day and said, no, we are changing that fact.

“We believe that if you process the profits we made, we can pay a tax. A tax liability of 395,000 Ghana cedis, bizarre. And so, on that 23rd May, they are then asked by GRA to pay a penalty of 4,390 Ghana cedis. According to the SSNIT statement that was put out on the 19th of May, a copy of which I have here, if you look at the timelines, they said they started this process in 2018 and got the transaction advice in 2018.

He stressed, “Then they started the bid for the hotel purchase, the tender, for the sale of the hotels in 2022. So, you hadn’t filed your taxes for two years. How did they get a tax clearance certificate to participate in the bid? So, 2022, it was after my exposé that they hurriedly rushed to GRA, and they went there twice,” he pointed out.

“First, they say, we made losses in 2022. Then they went back and said, no, the way the trajectory, the way this MP is going, we made some profits. So, they amended the records, and they were fined. This is the penalty that they paid 4,390 [Ghana cedis]. Significant development after my petition to CHRAJ.

He claimed Rock City Hotel only filed its taxes on April 20 after the first quarter that they would make losses that year.

“So, when I said that what you [Rock City Hotel] have told GRA about your operations last year – that you will make no profits and you are now going to buy a Labadi Beach Hotel making a profit of one hundred and fifty-eight million, it should have been the other way round.

“Labadi Beach Hotel is more profitable. I was speaking to the documents; I was speaking to the intercepted fillings at the GRA, fact.”

[Photos] Okudzeto Ablakwa leads protest in Accra against sale of SSNIT hotels

The Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, is leading a protest today against the sale of a 60 percent stake in four hotels owned by the Social Security and National Insurance Trust (SSNIT).

The hotels are to be sold to Rock City Hotel, which is owned by the Food and Agriculture Minister, Bryan Acheampong.

The development has triggered agitations among some Ghanaians and labour unions for the past few weeks.

They argue that the hotels could be well managed to make profits to secure the future of Ghanaian workers who contribute to SSNIT.

Ablakwa stated that the protest aims to compel the president to prevent the sale of these hotels.

Minority Support

The Minority in Parliament which raised red flags against the take over of the hotels declared its support for the street protest when it was first announced by Mr Okudzeto Ablakwa.

The Minority says it fully backs the protest march.

A statement issued by Minority Chief Whip, Kwame Agbodza Governs on Monday, June 17, 2024 described what it calls ‘the sweat-heart’ deal to sell off the state assets to key government appointee, Bryan Acheampong.

Agbodza Governs said the move is unacceptable and calls for mass action to stop profitable entities from being  sold to government cronies as part of the state capture agenda.

The protest which commenced at one of the hotels in question, Labadi Beach Hotel, in Accra, the protesters chanted various patriotic songs, registering their displeasure against the development.

They held placards with the inscription “Hands off our Hotels”, “Save our hotels”, ” Driver Banza (A reckless driver)”  amongst others.

The protest is expected to be held for hours. It will end at the Holy Spirit Cathedral at Cantoment which is closer to the Jubilee House–the seat of Government.

Minority to demand review of passport application fees – Okudzeto Ablakwa

The Minority in Parliament has described as “terrible and disappointing” the decision by the Foreign Affairs and Regional Integration Ministry to increase passport application fees.

The Ministry, in a statement on Monday, adjusted the fees for passport applications, raising them from GH¢100 to ¢500 for the 32-page booklet and to ¢644 for the 48-page booklet under the standard service.

For those who want expedited service, they will pay ¢700 for a 32-page booklet and ¢800 for a 48-page booklet.

The new fees were contained in the Ministry’s 2024 Budget estimates document, which has been approved by Parliament’s Subsidiary Legislation Committee.

But the ranking member on the Foreign Affairs Committee of Parliament, Samuel Okudzeto Ablakwa says his side will demand a review of the fees when the House reconvenes.

“When the House resumes we intend to revisit this matter because my recommendation, I believe is sound and our committee was clear that this should not be done in one single swoop, it should be a gradual approach.

“It is a matter we will revisit. We will summon the Ministers and officials from the Ministry to see what can be done because this is really terrible. It is going to add on to the already excruciating hardship and anguish that Ghanaians are going through,” he said on JoyNews.

In December last year, Foreign Affairs Minister Shirley Ayorkor Botchwey requested Parliament’s Committee on Subsidiary Legislation that the passport application fees be reviewed to allow the ministry to reduce losses in passport booklet printing.

“It is time for Ghanaians to pay realistic prices for passports they acquire to travel beginning next year,” said the Minister.

The Minister also argued that the current fee of $7.7 for the acquisition of a Ghanaian passport was the lowest in the sub-region.

“Ghanaians pay just about GH¢100 for a passport yet to produce one passport booklet it costs GH¢400 which means that for every passport that an applicant acquires, the government has to put in GH¢300 and this is not sustainable,” she added.

National Cathedral: Okudzeto Ablakwa makes 13 demands from Akufo-Addo

The Member of parliament for North Tongu, Samuel Okudzeto Ablakwa is demanding the immediate abrogation of the National Cathedral project and the refund of all illegal monies paid.
He is also proposing a national dialogue on how to utilize the project site, which he says has now become the world’s most expensive hole, costing the tax payer a whopping $58m.

According to him, Parliament’s attempt to investigate illegal payments has been stalled because the Majority side of Parliament is refusing to present to the Speaker, names of NPP members to be on the Committee yet to be formed.

Mr Okudzeto Ablakwa was addressing the media after he, together with some NDC legislators defied the military and other security detail to ‘satirically’ commission the National Cathedral of Ghana.

The MP, who has made a lot of expose on scandals involving some members of the Board of Trustees of the National Cathedral project, tracked illegal payments and still demanding questions, made a list of 13 demands from the President, Nana Addo Danquah Akufo-Addo.

These include the retrieval of over $19million paid to the architect of the National Cathedral, Sir David Adjaye, and the $6 million paid to Cary Summers, a consultant for the project.

The MP also demanded that the President retrieve the GH¢2.6m allegedly paid to Rev Victor Kusi Boateng, the secretary to the Board of Trustees of the Cathedral.

He also called on President Akufo-Addo to immediately close down the National Cathedral Secretariat, terminate the contract for its continuation and dissolve the Board of Trustees.

AKUFO-ADDO’S CATHEDRAL COMMISSIONING DAY MEDIA ENGAGEMENT AT THE WOLD’S MOST EXPENSIVE PIT

1. An explanation from President Akufo-Addo on why he failed to fulfill his promise to God and to the sovereign Ghanaian people promise to commission his US$450million (GHS5.7billion) “priority of priorities” cathedral today the 6th of March 2024;

2. Full accountability on what happened to our US$58,141,509.52 (GHS740million) why all we see here is the world’s most expensive pit and why the contractors, RIBADE JV abandoned the project for lack of payment 2 years ago;

3. A comprehensive report on how much it has cost the state to so far replace and compensate some owners of demolished properties, and how much is still outstanding considering that aggrieved demolished property owners such as Waterstone Realty have resorted to the courts. We note that the following properties were recklessly demolished on the orders of President Akufo-Addo: Bungalows for Judges, Judicial Training Institute, Passport Head Office, Scholarship Secretariat, Bungalows for CHRAJ, Waterstone Realty Luxury Apartment Complex, Headquarters of Comsys IT Firm and the Malian Ambassador’s Residence;

4. Contract must be immediately terminated to avoid further financial loss to the state. According to the contract, Ghana will have to pay Extension of Time Claims, Standing Time Claims, Abortive & Re-Works Cost due to Main Contractor Suspension;

5. Board of Trustees must be dissolved without delay;

6. National Cathedral Secretariat should be immediately closed. So far this secretariat has received GHS225,962,500. (Refer to organogram as attached)

7. Retrievals from the following persons: David Adjaye-US$19.6million (GHS250million), Cary Summers US$6million (GHS76million), Rev. Victor Kusi Boateng/Kwabena Adu Gyamfi-GHS2.6million
8. Publication of the Deloitte audit which was promised on 24th January, 2023 more than a year ago;

9. The NPP Caucus in Parliament should desist from sabotaging the impending Parliamentary Probe after a unanimous parliamentary resolution. The NPP’s unpatriotic conduct by deliberately delaying the submission of names of their members to the Rt. Hon. Speaker for the committee to commence work is most condemnable;

10. Appeal to CHRAJ to expedite action and publish the outcome of their investigations following my January 16, 2023 petition;

11. That the Board of Trustees and the National Cathedral Secretariat account for all private donations so far received, particularly their infamous US operations;

12. All those responsible for this gross financial loss to the state must be prosecuted with immediate effect; and

13. We call for a national debate leading to a possible national consensus on what should happen to the world’s most expensive pit moving forward. Some have suggested a specialist children’s hospital which Ghana currently lacks, we also note that recently the Secretary-General of the TUC, Dr Anthony Yaw Baah TUC suggested the place be converted to a hospital.

John Mahama, our revered chiefs, our compassionate donors, distinguished guests, our hardworking construction workers, all volunteers and my beloved constituents for making yesterday’s commissioning of the North Tongu MP and Partners Safe Alternative Housing Initiative a resounding success.

 

May this beautiful project help my traumatized displaced constituents find smiles again.

 

I hope this model of 70% contribution from benevolent Ghanaians and 30% from the MP’s Office helps us to construct more of such modern, decent disability friendly buildings while creating jobs for hundreds of young people.
