PALI Center Backs Council of State’s Caution on Dual Citizenship Amendment Bill.

The PALI Center for Transformative Society has thrown its support behind the Council of State’s position on the proposed Dual Citizenship Amendment Bill, calling the Council’s advice both wise and well-timed.

In a statement issued Tuesday, July 14, 2026, the policy think tank urged Parliament to weigh the broader national interest carefully before making any constitutional changes affecting dual citizenship and eligibility for public office. It argued that while the amendment might sound appealing on paper, sound policy has to be judged on its real-world consequences, not just its theoretical appeal.

The Center acknowledged the substantial contributions dual citizens make to Ghana’s development through remittances, investment, knowledge transfer, entrepreneurship and professional skills. Even so, it questioned why someone seeking a strategic public office requiring undivided allegiance to the state couldn’t simply renounce their foreign citizenship, as the Constitution currently allows and requires.

The statement stressed that existing constitutional rules don’t permanently bar dual citizens from public service they simply require candidates to demonstrate clear, exclusive loyalty to Ghana before taking up sensitive positions.
