Full Text: John Mahama’s 2024 May Day message

2024 INTERNATIONAL WORKERS’ DAY MESSAGE FROM HE JOHN DRAMANI MAHAMA FLAG BEARER OF THE NATIONAL DEMOCRATIC CONGRESS

Today, on Workers’ Day, I extend my warmest regards to every hardworking Ghanaian who is contributing tirelessly to our nation’s development and progress. On behalf of the National
Democratic Congress (NDC) and my running mate, Professor Jane Naana Opoku-Agyemang, I proudly say, ‘Ayekoo’!

Our Workers’ Day theme, “Elections 2024: The Role of Workers and Social Partners in Securing Peaceful Elections for National Development,” is a crucial reminder this year. It underscores
your indispensable role in fostering a peaceful, democratic process as we approach the 2024 elections. Your dedication to maintaining fair and peaceful elections is not only a duty but a
shared responsibility essential for our nation’s stability and prosperity.

However, today’s celebration is tempered by our country’s severe challenges because of poor governance, incompetence, economic mismanagement, and institutionalised corruption under the current administration. Never in our history has a democratically elected government taken a wrecking ball to our economy with such ferocity.

The forthcoming elections on December 7 offer us a pivotal opportunity to alter our current trajectory and set a new course. During my first tenure as President, I steered the affairs of this
nation through similarly challenging times. We overcame a significant energy crisis, implemented a universal salary structure, spearheaded transformative infrastructural developments, and built a more resilient economy.

Drawing from this experience, I am prepared to work with you again to commence the vital repair work our country needs after enduring such turbulence. We have achieved progress
before, and I am confident we can do so again.

A central element of my vision for Ghana’s recovery is the implementation of a 24-hour economy. This initiative is designed to generate sustainable, decent job opportunities and promote growth and prosperity for everyone.

Adopting a 24-hour economic model will diversify our economy and empower our workforce. This approach will enable more flexible work schedules for workers, enhancing work-life balance, well-being, and productivity.

I call on every Ghanaian to support this transformative vision, which promises to revitalise our job market and foster long-term sustainable development. Let’s commit to ensuring that our upcoming presidential and parliamentary elections are conducted peacefully and fairly, with a
steadfast focus on upholding workers’ rights.

Together, we can forge a brighter future for Ghana—a future that secures both your present and addresses the risks posed to your SSNIT pensions by the current government.

Happy Workers’ Day to all!
Let’s build the Ghana we all want together.

“This approach will enable more flexible work schedules for workers, enhancing work-life balance, well-being, and productivity,” Mahama assured.

“I call on every Ghanaian to support this transformative vision, which promises to revitalise our job market and foster long-term sustainable development. Let’s commit to ensuring that our upcoming presidential and parliamentary elections are conducted peacefully and fairly, with a steadfast focus on upholding workers’ rights.”

May Day: ICU-Ghana warns govt against short-changing public sector workers

The Industrial and Commercial Workers’ Union Ghana (ICU-Ghana) of the Trades Union Congress (TUC) has cautioned the government that it won’t stay aloof for them to be short-changed under the guise of global economic recession.

This call comes on the back of the May Day celebration on the theme Election 2024: “The Role of Workers and Social Partners in Securing Peaceful Elections for National Development”.

In a statement signed and issued by the General Secretary of the union Morgan Ayawine, he explained that economies are recovering hence there must be a deliberate attempt by the government to improve the conditions of service of public sector workers.

“We must jealously protect and guard against any employer who may want to short-change labour under the guise of global economic recession when it has been established that economies and businesses are recovering and the outcomes are positive,” the statement said.

The union also warned employers who convert permanent job positions to casual and contract work in the bid to maximize profit to desist from such actions.

“Whilst we work collaboratively with our social partners to increase jobs and protect same, it is pertinent to sound a note of caution to employers who indulge in such demeaning practices of converting permanent job positions to casual and contract work in a bid to maximize profit, to halt it out rightly, as it is not only demotivating but also unacceptable and may eventually backfire on them”.

The union, however, applauded employers who assist and help workers work in a conducive environment.

“For the empathetic employers who share in workers’ pain and are doing their bit to alleviate the pains and suffering, we salute and appreciate them and encourage them to do more, and in the same measure workers should continue with their avowed commitment to working harder all year round, to ensure high productivity, profitability and sustainability of the employers’ businesses to achieve their organizational goals for the mutual good of both parties and the growth and development of the national economy”.

On the 2024 general elections, ICU Ghana also urged its members to refrain from acts that could undermine the peace and stability ahead of the 2024 general elections.

“The National Union (ICU-Ghana), therefore, wishes to take this opportunity to advise all workers to stay away from any person who would want to influence you to do acts that could undermine the peace and stability of the country in this year’s elections”.

Stop presenting yourselves as reps of Akufo-Addo – Minority to Ministers-designate

The Minority in Parliament has called for Ministers-designate to refrain from assuming the role of representatives of the president, urging the Chief of Staff to revoke any unauthorized appointments of Minister-designates as presidential representatives.

This request comes in response to allegations that the Chief of Staff created temporary appointments for Minister-designates awaiting parliamentary approval, designating them as ‘Representative of the President.’

Dr. Bernard Okoe-Boye, Minister of Health designate, found himself at the centre of this controversy when he conducted inspections at health facilities, purportedly in his capacity as the President’s representative. However, he denied operating unlawfully within the Health Ministry amidst delays in his parliamentary approval.

In a statement issued by Kwabena Mintah Akandoh, the Ranking Member on the Parliamentary Select Committee on Health and MP for Juaboso, the Minority emphasized that Minister-designates, as nominees of the President, lack the authority to instruct or implement policy changes within ministry agencies.

“The Minister-designate who is only a nominee of the President has no authority whatsoever to instruct or direct, implement or propose policy changes for agencies within a sector ministry and therefore under what power or authority does he/she summon CEOs and other heads of institutions, who may be busy with their official schedules, to grant him audience or presentations on their management of state institutions?

“The Minority in Parliament would therefore like to advise the Chief of Staff to revoke all illegal appointments appointing Minister-designates as Representatives of the President. We further caution persons so appointed to stop holding themselves out as Representatives of the President to designated Ministries. We urge all members of the public, particularly public sector workers not to extend any privilege reserved for Ministers to such persons.”

The minority pointed out that the 1992 constitution does not support the creation of representatives of the President in Ministries of State.

“Therefore, for a highly regulated power centre such as the Presidency, it is ultra vires for the Chief of Staff who derives all her powers from the President as prescribed by the 1992 constitution to be creating new offices alien to the constitution.”

The caucus stated that a Minister, in addition to the power and authority granted by the constitutional instrument of office and legislations passed and assented, is the representative of the President in whichever ministry he/she is assigned.

“It is therefore ultra vires for the Chief of Staff to ascribe a primary function of a Minister to a person not so appointed. Article 78(1) of the 1992 constitution states, “Ministers of State shall be appointed by the President with the prior approval of Parliament….”

“This clearly indicates that the appointment process can only occur after approval of Parliament. Therefore, Minister-designates are at most nominees whose presence in government institutions should amount to nothing more than a visit of an ordinary citizen and that is without Ministerial privilege or authority whatsoever,” the caucus stated.

The Minority also declared it unlawful for any individual to present himself as a Representative of the President to a Ministry exercising any form of executive authority of superintending, overseeing, directing, or controlling state institutions in the name of the President.

“It is for this reason that where a substantive appointment has not been made to a specific ministry, a Minister appointed to another ministry and clothed with the constitutional instrument of office is directed by the President to act as ‘caretaker’ Minister for the ministry,” it added.

Fmr GCB MD, Ernest Agbesi donates motorbikes to 9 constituencies in northern Ghana ahead of limited voter registration

Following calls by members of the National Democratic Congress (NDC)  in the nine orphan constituencies in the northern parts of the country, a former NIB Bank MD, Ernest Agbesi, has stepped in to provide a generous donation.

Responding to the calls of the people for motorbikes that will allow them to cover enough ground within their areas, Agbesi, who is a former Managing Director of GCB Bank, has donated a set of two each to the constituencies.

Converged at Yendi, representatives from the Zabzugu, Chereponi, Gushegu, Bimbilla, Wulensi, Karaga, Yendi, Tatale, and Mion/Sang constituencies each received their motorbikes.

Expressing his joy after receiving the bikes on behalf of his constituency, a community leader from Yendi said that the NDC, for instance, lost a lot of the northern seats in the 2020 elections because of basic things like the provision of motorbikes.

“Before these motorbikes, there were some kinds of polling centers and communities we cannot reach because, we want to go, but how do we get the means. We needed people to one or two things…

“… so, motorbikes is very crucial in this our election 2024 campaign. And Yendi, for instance, with 66 polling stations in the outskirts, we need to have motorbikes… and it will be a game changer for us because all the places we were not able to go, Weill use the motorbikes to go.

“In 2020, motorbikes was a very challenging issue for us, but now that we are getting this intervention early, we believe and hope that Election 2020 challenges will not surface in 2024, because of motorbikes,” he explained.

Interacting with the leaders, Ernest Agbesi, who has vowed not to rest until he helps the NDC win back all the seats it lost to the New Patriotic Party (NPP) during the 2020 elections, urged the leaders to out their voting rights to good use.

He encouraged the leaders to be on the lookout for persons who will come around during the year and especially during the election day to cause mayhem, so as to protect their votes.

“Make sure nobody steals you. They will come intimidating and causing chaos but ensure that you are vigilant and protect your votes… let us work to ensure that the votes do not go back into the hands of the other people, but that we work to bring John Mahama back to power,” he said.

In all, 18 motorbikes were handed over to the 9 constituencies in the northern parts of the country.

The bikes are also coming ahead of the Electoral Commission’s scheduled Limited Voter Registration exercise slated for May 7.

This, according to Ernest Agbesi, is only the first of many interventions to be implemented as the NDC prepares for the general elections of December 2024.

Teacher unions call for total overhaul of SSNIT’s management to avert possible collapse of the scheme

he country’s teacher unions are calling for a total overhaul of the management of the Social Security and National Insurance Trust ( SSNIT).

This follows a recent ILO report which predicted that SSNIT will not be able to pay contributors in full by 2036.

Speaking to JoyNews, the President of the National Association of Graduate Teachers (NAGRAT), Angel Cabonu said the move will help to prevent a total collapse of the scheme.

“I don’t think I would ever support any increment, I would rather call for the change in the governance structure of SSNIT and make the contributors more representative on the board of SSNIT and ensure that SSNIT follows the rules and regulations in investing people’s money. That is what I will call for”, he said.

His comment follows a report by the International Labour Organisation (ILO), which projected a complete depletion of SSNIT’s reserve by 2036.

According to ILO, total income including contributions, investment income and other income, will no longer be sufficient to pay for annual expenditures including benefit payments to pensioners by 2029.

Among the major recommendations, the research suggested that contributions be increased.

SSNIT’s Chief Actuary, Joseph Poku, said although this was a good idea, SSNIT must follow some laid-down procedures before it can enforce any new increase beyond the current 18.5% of workers’ pay from their basic salary.

However, the NAGRAT President says they will kick against any attempt to increase contribution.

“Why would you want us to increase the contribution rate when the outcome of your management is an indication that you have failed?

“How do we call for increment when an international body has determined that you have not prudently managed the institution?

“The little that we have given you, you have not been able to render account on your stewardship and you are calling for more money?”

Meanwhile, the teacher unions say they would go ahead with their threats to strike if a meeting between the government and the unions over tier-two contribution payments doesn’t favour the workers.

Its your hard work that’ll bring NDC back to power – Asiedu Nketiah Jnr to NDC youth

The Vice Chairman of the National Youth Working Committee of the opposition NDC, Dr Nana Kwaku Asiedu Nketiah Jnr has admonished the youth of the party to work hard to win more members to the umbrella family.

Speaking at the inauguration of the Kintampo youth working committee of the NDC, in the Kintampo North Constituency, Dr Nketiah Jnr was emphatic that the party’s strength lies in the bosom of its youth and stressed that without their support, the NDC cannot return to power.

Describing the group of youngsters as the backbone of the party, he said the effort they will put in propagating the policies of the NDC to the undecided electorates will determine whether the party, led by H.E John Mahama, will return to power or not.

“We have to work hard and sell the NDC and H.E John Mahama’s message of hope to the people so they can join us and bring the party back to power to save this country from the hands of the insensitive NPP government,” stated Dr Nketiah Jnr in Akan.

Dr. Nana Kwaku Asiedu Nketiah Jnr,  together with National Youth Wing Leadership of the NDC, led by George Opare Addo, encouraged the young people to be part of all party engagements ahead of the 2024 general elections.

Urging them to mobilise youthful votes for H.E. John Mahama and his Running Mate, Prof. Naana Jane Opoku Agyemang, Dr Nketiah Jnr called on the youth wing to work harder to achieve the targets set for the constituency.

He equally appealed to all party faithfuls present at the event to collaborate with their MP, Hon. Kwame Kumah, to maximise the votes margins.

The youth leader also assured that the national youth wing had acquired projectors that will be shared to all constituencies to help communicate the policies and track records of their flag bearer, John Mahama and the NDC as a whole to the public.

According to him, the campaign team is expected to use same projectors to expose the lies and failures of the Akufo-Addo/Bawumia government.

He emphasised that the NDC’s manifesto has a number of policies that will create sustainable jobs for the youth under the next John Mahama administration.

The National Youth Organiser of the NDC, George Opare Addo, equally reiterated his support for the cause and urged the youth to be involved in the party’s campaign activities, especially the ‘door to door’ campaign ahead of the national polls.

Some youth leaders who were present at the event were Mr Okai Mintah, the chairman of the NDC national youth working committee, Anas Suwari and other Bono East Regional Executives of the NDC.

US Army Major convicted for smuggling guns to Ghana disguised as rice and home goods

A United States Army Major, Kojo Owusu Dartey, has been found guilty by a federal jury on multiple charges related to smuggling firearms to Ghana concealed within blue barrels of rice and household goods.

The 42-year-old officer, currently stationed at Fort Liberty, faces a maximum sentence of 240 months, scheduled to be pronounced on July 23, 2024.

The conviction follows a joint effort between US law enforcement agencies and Ghanaian authorities, shedding light on an international arms trafficking operation.

Dartey was charged with dealing in firearms without a license, delivering firearms without notice to the carrier, smuggling goods from the US, illegally exporting firearms without a license, making false statements to a US agency, making false declarations before the court, and conspiracy.

US Attorney Michael Easley expressed gratitude for the collaboration with Ghanaian officials, highlighting the role of the Ghana Revenue Authority and the International Cooperation Unit Office of the Attorney-General of Ghana in the investigation.

He also acknowledged the support of the Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI) attachés in Accra, and the US Department of Justice’s Office of International Affairs.

Toni M. Crosby, Special Agent in Charge of the ATF Baltimore Field Division, emphasised the impact of firearms trafficking on public safety and commended the joint investigation that prevented firearms from reaching criminal hands.

Court records and trial evidence revealed that between June 28 and July 2, 2021, Dartey acquired seven firearms in Fort Liberty and directed a US Army Staff Sergeant at Fort Campbell, Kentucky, to purchase three firearms for him.

These firearms, including handguns, an AR15, 50-round magazines, suppressors, and a combat shotgun, were concealed in blue barrels along with rice and household items and shipped from the Port of Baltimore to the Port of Tema in Ghana.

The Ghana Revenue Authority intercepted the firearms, triggering an international response involving US agencies. Simultaneously, Dartey was involved in another trial as a witness, where he misled law enforcement about personal matters and lied under oath about a relationship, leading to additional charges.

The case was investigated by the ATF, Army Criminal Investigation Division, and the US Department of Commerce’s Office of Export Enforcement, with prosecution led by Assistant US Attorney Gabriel J. Diaz, supported by technical expertise from David Ryan of the DOJ Counterintelligence and Export Control Section.

The verdict was accepted by Chief US District Judge Richard E. Myers II.

Fuel prices to be stable in coming days – IES

The fuel price increases are expected to slow down in the coming days, the Institute for Energy Security (IES) has revealed.

This follows a reduction in the price of diesel and Liquified Petroleum Gas (LPG) on the international market, while there was a marginal increase in the price of petrol on the international market. The cedi also depreciated by about 1.06% to the dollar.

However, the IES believes, there might be no change in the price of petroleum products at the pumps or marginal drop in fuel prices.

“Considering the recent price movements recorded on the international market by the refined petroleum products. Gasoil [diesel] and Liquified Petroleum Gas (LPG) recorded a fall of about 5.87% and 6.56% respectively, Gasoline [petrol] has seen its price increase marginally by about 0.49%. The Ghana cedi’s performance continues to fall against the U.S. Dollar, with its recent fall estimated at about 1.06%.”

“In the coming days of May 2024, consumers are likely to see prices slowing down for all petroleum products after several weeks of hikes. This is coming largely as a result of slowed price increments recorded by refined products on the international market.”

World Fuel Market

The Global Standard & Poor (S&P) Platts monitoring of refined petroleum products posted the following closing price for the second pricing window of April 2024: petrol, $942.30; diesel, $792.02, and LPG $483.45, per metric tonne respectively.

The price change reflected a net effect of a 0.49% increase in per metric tonne price of petrol and a 5.87% decrease in the price per metric tonne for diesel. Also, LPG price fell by 6.56% per metric tonne.

Local Fuel Market Performance

The IES computation of national average price for the three refined petroleum products over the past two weeks indicated that petrol sold at an average GH¢13.81 per litre, diesel, GH¢14.25 per litre respectively and LPG went for GH¢13.65 per kilogramme.

Glovo to shut down in Ghana

Glovo, a prominent food delivery platform, has announced its decision to end operations in Ghana on May 10, 2024, despite significant investment in the last two years to expand their business.

The company conveyed this development to its network of restaurant partners via email, attributing its decision to profitability issues encountered within the Ghanaian market.

Glovo explained that it will shift its focus towards consolidating its presence in other African markets such as Morocco, Uganda, Kenya, Côte d’Ivoire, and Nigeria.

“We are reaching you to communicate that Glovo has made the decision to close our Ghana operations by May 10th 10:00 pm. The decision to end our operations in the country is based on a reassessment of our investment priorities as we focus our resources on the other 23 countries where Glovo operates.”

“As your service provider company will also inform you, the app and the slots will remain active until May 10th, 10:00 pm… after that, the app will close and won’t be able to book any slots.”

In 2021 co-founder of Glovo, Sacha Michaud said the company was investing 1.7 million euros in the company.

“The Ghanaian market is a promising market for Glovo and we will continue to invest to reach all the regions of the country and bring convenience to people,” he said at the time.

Glovo, a technology delivery company established in 2015, with headquarters in Barcelona, Spain, entered the Ghanaian market in March 2021.

Mr. Michaud said Glovo entered the Ghanaian market to help provide the convenience for people to order products online and be delivered to them in the comfort of their homes.

Mr. Michaud during the launch said Ghana’s growing population and increasing internet penetration were good for business.

Ghana, he said, was among the seven countries Glovo was operating in Africa and mentioned other markets including Kenya, Nigeria, and South Africa.

Mr Michaud said Glovo Ghana was working with about 400 partners in Accra such as pharmacies, groceries, electronics, and restaurants.
